If "ducking" means mastering the STRG(-Key)-Ducking then NO.
This is part of CS 1.6. Valve did once remove the ducking in a CS1.6 Update. Then rolled-back again (but removed the silent duck) because every CS player voted for this Mechanic.
I use it in every phase of my game.
What really should be restricted are Scripts like B-Hop, Ducking on Mousewheel and so one. Because this is not due to the players skill. It's a script.
